What is Democracy?

Loop hole in Democracy and the democratic system:

How can a murderer, rapist, corrupt person be equal to an honest, innocent man .. in anyway?
How can their respective votes mean the same?

By contradiction, if they are equal then it wreaks havoc on the rationale to term and account them for punishment(s).
